Wednesday, June 11, 2014 > 09:53:50

(Sandler, Travis & Rosenberg Trade Report)
U.S. Customs and Border Protection has announced that the next deployment of additional functionality within the Automated Commercial Environment will be completed in three increments to be rolled out in July, October and January rather than all at once in January. New capabilities to be implemented in Deployment D are as follows.
- air manifest processing (January)
- expansion of the ACE cargo release pilot program to include single transaction processing for both cargo clearance and importer security filing (July), automated diversion processing (October), advanced truck processing to include in-bonds, partial quantities and certification from entry summary (January) and entry query capabilities for the trade (January)
- additional entry summary validations for informal entry restrictions, charges restrictions, taxes and other fees (July)
- entry summary framework and foundation stabilization, maintenance and improvement (October)
- statement processing (January)
- electronic processing for single transaction bonds and continuous bonds (January)
- a portion of the remaining entry summary types, not including quota and reconciliation (January)
- exporter and freight forwarder account types (January)
- air (October), ocean and rail (January) manifest processing
This will be the fourth of seven planned deployments comprising the plan to deliver core trade processing capabilities in ACE by the end of 2016. A description of all scheduled deployments can be found here.
The final transition from the Automated Commercial System to ACE will take place in three phases. All electronic import and export manifest data must be transmitted via ACE as of May 1, 2015; all electronic cargo release and related summary filings, including participating government agency interactions, must be transmitted via ACE as of Nov. 1, 2015; and all remaining electronic portions of the CBP cargo process will be mandated in ACE as of Oct. 1, 2016.
