Last week, the Canadian Embassy in Manila was informed by the Philippines Bureau of Customs (BOC) that implementation of the new Load Port Survey (LPS) requirements has been postponed indefinitely.
The Port of Manila continues to experience congestion and disruptions. BOC is re-routing foreign vessels and empty cargo containers to underutilized ports to alleviate these problems.
As part of continuing reforms, the BOC is hiring and training new staff and purchasing new equipment to carry out its functions more effectively. BOC officials hope that through these reform measures, implementation of the LPS requirements will not be required.
